The company was Founded as a partnership between Francesco Dini and Roberta Romiti, founders of Dini Romiti Consulting a leading public affairs firm based in Rome, and Leonardo Lorusso and Folco Ciulli, experts in European affairs. Our mission is to provide clients with an integrated approach to institutional relations, supporting them at every stage of the policymaking process, from European institutions to national decision-makers.

Francesco Dini

Founder

(Milan, Italy, 1965)

After acquiring over thirty years of experience in the fields of institutional relations, communications and M&A, Dini founded Dini Romiti Consulting in August 2020. Within the GEDI Group, He sits on the board of GEDI SpA and GEDI News Network (La Repubblica, La Stampa and local newspapers) and serves as Vice President of Elemedia (a radio company that manages the business of three national broadcasters, Radio Deejay, Radio Capital and m2o Radio). He is President of U.S. Cremonese. He is Vice President of FIEG and President of its newspaper division (Italian Federation of Newspaper Publishers), as well as a member of the board of directors of ANSA, Tavolo Editori Radio (TER), Accertamento Diffusione Stampa (ADS) and Audicom. Since 2006 he has been a member of the European Round Table of Industrialists (an organisation that provides an opportunity for companies to dialogue with the Commission and the European Parliament). He was Director of General Affairs of the CIR Group from March 2004 to August 2020 and Director of Institutional Relations of the CIR Group from 1999 to 2004 and before that worked in the Fininvest Group, which he joined in 1991, covering various roles in institutional relations for Mediaset, the Standa-Euromercato Group and Fininvest Comunicazioni. After studying at the classical high school, he graduated in Modern Letters at the University of Florence and obtained a Master in Managerial Development at the LUISS School of Management, where he also studied communication and public image.

Roberta Romiti

Founder

After holding senior positions in institutional and regulatory affairs for over two decades in companies operating in various sectors, including energy, telecommunications, publishing, healthcare, and automotive, she founded Dini Romiti Consulting in 2020, where she currently serves as Managing Director. From 2017 to 2020, she was Head of Institutional Relations at CIR S.p.A. - a diversified industrial holding company active in sectors such as media, automotive, and healthcare - where she was responsible for managing relationships with the Italian Parliament, Government, regulatory authorities, and industry associations. From 2005 to 2017, she was appointed Head of Institutional Relations at Sorgenia S.p.A.. In that role, in addition to her responsibilities in public affairs, she was also in charge of relations with consumer associations and advocacy activities aimed at achieving the company’s objectives. She also coordinated and drafted protocols for Alternative Dispute Resolution, authored consumer protection manuals, and led coalition-building initiatives in support of electricity market liberalization. Earlier in her career, she worked at Enel Holding S.p.A. within the Regulatory and Institutional Affairs Division, and at Wind Telecomunicazioni S.p.A., where she handled legislative, regulatory, contractual matters and Alternative Dispute Resolution. She holds a Law degree from the University of Rome La Sapienza. At the beginning of her career, she completed her legal apprenticeship, gaining a strong legal foundation that has supported her professional activities throughout.

Leonardo
Lorusso

Leonardo Lorusso

Founder

Since 2006, he has been working in Brussels as an institutional lobbyist, focusing on European policies and programs in the fields of research and innovation, education, and labor policies. From 2018 to 2022, he served as the Italian representative (attaché) for the Ministry of Education at the Council of the European Union. In January 2023, he was appointed Senior Advisor for Internationalization at INDIRE, the public research institute of the Italian Ministry of Education, Research, and Universities. In January 2024, he was named a representative of the Team Italia Europe Direct within the European Commission Representation in Italy. On the academic and research front, in 2017 and 2018, he was a visiting lecturer at Columbia University’s Teachers College, specializing in adult learning. He co-authored Quando il lavoro cambia: istruzioni per l’uso alongside V. J. Marsick, K. Watkins, and S. Spennati, with a foreword by the European Commissioner for Education, Culture, Youth, and Sport (2017, Educatt Edition). Since 2019, he has been a lecturer and advisor on digital lobbying for the Master’s in Lobbying and EU Project Design at ISPI and an adjunct professor in the Master’s program on Labor Market Transformation 4.0 at Università Cattolica del Sacro Cuore.

Folco Ciulli

Founder

An expert in European affairs with 25 years of experience in the field of institutional relations management, legislative monitoring and lobbying. He has held the role of Councillor for Industrial and Environmental Policies at the Delegation of the Lombardy Region to the EU, is Executive Director of the European Chemical Regions Network (ECRN) and a member of the Steering Committee of the Textile Clothes Leather Footwear Skills Alliance. His career has been characterised by his ability to build strategic alliances and high-level advocacy networks. His most significant successes include the organisation of a formal pressure group of 30 European regions for trade negotiations with Canada and his leadership in supporting the candidacy for the 2015 Milan World Expo at European Union level. He has coordinated multidisciplinary teams for the drafting of proposals addressed to EU institutions and supported companies and organisations in obtaining European funding for projects worth a total of over 150 million euros. With a strong expertise in sectors of chemistry, energy, transport and the environment, he has developed a great capacity for negotiation and a strategic approach to problem solving. Fluent in four languages (Italian, English, French and Spanish), he operates effectively in international contexts, maintaining a strong focus on the objectives of sustainable development and industrial innovation. Since 2019 he has been a lecturer on the master’s degree in Lobbying and European Project Planning at ISPI and a lecturer on courses on European affairs at Bocconi University and Università Cattolica del Sacro Cuore.

After graduating with a bachelor's degree in International Relations from Cesare Alfieri University in Florence in 2018, she continued her international studies with a master's degree at Luiss Guido Carli University in Rome. In 2019, she joined the world of institutional relations, with an internship in the external relations offices of a trade association active in the construction industry. In 2020, she began working as an institutional relations consultant in a leading public affair firm active nationwide, specializing in the health and pharmaceutical sectors. Nel 2019, è entrata nel mondo delle relazioni istituzionali, svolgendo un tirocinio presso gli uffici relazioni esterne di un’associazione di categoria attiva nel campo dell’edilizia. Nel 2020, ha iniziato a lavorare come consulente per le relazioni istituzionali in una primaria realtà del Public Affairs attiva a livello nazionale, specializzandosi in particolare nel settore sanitario e farmaceutico.

After a bachelor’s degree in Politics, Philosophy and Economics at the Luiss Guido Carli University in Rome, she furthered her studies abroad at the University of Helsinki in Finland where she studied International and Comparative Law. Throughout her studies, she was actively involved in youth associations by organizing educational events. She joined Dini Romiti Consulting team in March 2023.
