The company was established through a partnership between Francesco Dini and Roberta Romiti — founders of Dini Romiti Consulting, a public affairs firm based in Rome — and Leonardo Lorusso and Folco Ciulli, specialists in European policy and institutional relations.
Our mission is to offer clients a comprehensive approach to institutional engagement, providing support throughout the entire policymaking process — from the European level down to national decision-makers.
Francesco
Dini
With over thirty years of experience in institutional relations, corporate communications, and M&A, Francesco Dini founded Dini Romiti Consulting in August 2020, offering strategic advisory services to major companies and institutions.He currently sits on the Board of Directors of GEDI S.p.A. and GEDI News Network, and serves as Vice President of Elemedia, the company responsible for the radio operations of Radio Deejay, Radio Capital, and m2o Radio—three of Italy’s leading national radio stations.Within the GEDI Group—publisher of prominent national newspapers such as La Repubblica and La Stampa, along with numerous regional titles—Dini has played a key role in shaping the media landscape.He also serves as President of U.S. Cremonese, a professional football club, and holds several leadership roles in Italy’s media and publishing sector. He is both Vice President and President of various daily newspapers within FIEG (Italian Federation of Newspaper Publishers) and sits on the boards of several major industry organizations, including ANSA (Italy’s leading news agency), Tavolo Editori Radio (TER), Accertamento Diffusione Stampa (ADS), and Audicom.At the European level, Dini has been a member of the European Round Table of Industrialists since 2006, an influential platform that fosters high-level dialogue between major European corporations and institutions such as the European Commission and the European Parliament.From 2004 to 2020, he was Director of General Affairs at the CIR Group, a diversified industrial holding active in media, automotive, and healthcare. Prior to that, from 1999 to 2004, he served as the Group’s Director of Institutional Relations.His career began in 1991 at the Fininvest Group, where he held various roles in institutional relations across Mediaset, Standa–Euromercato, and Fininvest Comunicazioni.He holds a degree in Modern Letters from the University of Florence, and a postgraduate Master’s in Managerial Development from LUISS Business School, where he also completed advanced coursework in corporate communication and public image management.

Romiti
After spending more than two decades in senior roles across institutional and regulatory affairs, working in sectors such as energy, telecommunications, publishing, healthcare, and automotive, she founded Dini Romiti Consulting in 2020, where she currently serves as Managing Director.From 2017 to 2020, she was Head of Institutional Relations at CIR S.p.A., a diversified industrial holding company with operations in media, automotive, and healthcare. In that role, she managed the company’s engagement with the Italian Parliament, Government, regulatory authorities, and industry associations.Previously, from 2005 to 2017, she served as Head of Institutional Relations at Sorgenia S.p.A. In addition to overseeing public affairs, she was responsible for relations with consumer associations and advocacy initiatives to support the company’s strategic goals. She also led the development of Alternative Dispute Resolution protocols, authored consumer protection guides, and spearheaded coalition-building efforts in favor of electricity market liberalization.Earlier in her career, she worked at Enel Holding S.p.A. in the Regulatory and Institutional Affairs Division, and at Wind Telecomunicazioni S.p.A., where she handled legislative, regulatory, and contractual matters, along with Alternative Dispute Resolution activities.She holds a Law degree from the University of Rome La Sapienza and began her professional journey by completing a legal apprenticeship, which laid a strong foundation for her career.
Leonardo
Lorusso
Since 2006, he has been based in Bruxelles, working as an institutional lobbyist with a focus on European policies and programs in research and innovation, education, and labor.From 2018 to 2022, he served as the Italian attaché for the Ministry of Education at the Council of the European Union. In January 2023, he was appointed Senior Advisor for Internationalization at INDIRE, the public research institute of the Italian Ministry of Education, Research, and Universities. The following year, in January 2024, he was named a representative for Team Italia Europe Direct within the European Commission Representation in Italy.On the academic and research side, he was a visiting lecturer at Columbia University's Teachers College in 2017 and 2018, where he focused on adult learning. He co-authored Quando il lavoro cambia: istruzioni per l’uso with V. J. Marsick, K. Watkins, and S. Spennati, featuring a foreword by the European Commissioner for Education, Culture, Youth, and Sport (2017, Educatt Edition).Since 2019, he has lectured and advised on digital lobbying in the Master’s program in Lobbying and EU Project Design at ISPI, and serves as an adjunct professor in the Master’s program on Labor Market Transformation 4.0 at Università Cattolica del Sacro Cuore.
Folco
Ciulli
A seasoned expert in European affairs, he brings 25 years of experience in institutional relations, legislative monitoring, and lobbying. He has served as Councillor for Industrial and Environmental Policies at the Lombardy Region Delegation to the EU, is currently the Executive Director of the European Chemical Regions Network (ECRN), and sits on the Steering Committee of the Textile, Clothing, Leather, and Footwear Skills Alliance.Throughout his career, he has demonstrated a strong ability to build strategic alliances and high-level advocacy networks. Among his most notable achievements are the creation of a formal lobbying group comprising 30 European regions to influence trade negotiations with Canada, and his leadership in securing EU-level support for Milan’s successful bid to host the 2015 World Expo.He has led multidisciplinary teams in drafting proposals to EU institutions and has helped companies and organizations secure over €150 million in European project funding. With deep expertise in the fields of chemicals, energy, transport, and the environment, he is known for his strong negotiation skills and strategic problem-solving approach.Fluent in Italian, English, French, and Spanish, he works effectively in international settings and remains strongly committed to sustainable development and industrial innovation. Since 2019, he has been a lecturer in the Master’s program in Lobbying and European Project Planning at ISPI, and teaches courses on European affairs at both Bocconi University and Università Cattolica del Sacro Cuore.

Piccolo
After completing a Master’s degree in Global Politics and Society at the University of Milan, she earned an Executive Master’s in EU Project Management and Lobbying at ISPI. She worked as a consultant at PwC and Accenture, respectively as an Ecobonus Financial Advisor and a Junior Data Analyst. During her academic journey, she founded and coordinated the non-profit association Orto Sociale, which promotes sustainable agriculture and social inclusion.

Brondi
After earning a bachelor’s degree in international relations from the Cesare Alfieri School at the University of Florence in 2018, she went on to pursue a master’s degree at Luiss Guido Carli University in Rome. In 2019, she gained her initial experience in institutional relations through an internship in the external relations department of a trade association in the construction sector. In 2020, she began working as a consultant in institutional relations at a leading national public affairs firm, with a focus on the healthcare and pharmaceutical industries. With a total of five years of experience in the field, she has been part of the Dini Romiti Consulting team for over three years, where she coordinates activities across the firm’s entire client portfolio and supervises the dedicated project teams.

Signoretti
After earning a bachelor’s degree in Politics, Philosophy, and Economics (PPE) from Luiss Guido Carli University in Rome, she pursued part of her academic training abroad, studying International and Comparative Law at the University of Helsinki and completing an additional study program in Madrid, Spain. During her university years, she was actively engaged in youth organizations, contributing to the organization of educational initiatives and public events. She joined Dini Romiti Consulting in 2023, where she provides advisory services to clients operating in the private equity, infrastructure, and real estate sectors.

He holds a degree in Law from LUISS Guido Carli University in Rome, where he specialised in administrative law, with a particular focus on public procurement, environmental law, and public regulation of the economy. He is actively involved in both local and national social initiatives. He has been part of the Dini Romiti Consulting team for over three years, providing consultancy services to clients operating in the fields of commerce, certification, and infrastructures.
